The United States ambassador to South Africa, Leo Brent Bozell III, has outlined five priorities from Washington during his first public address in the country.
Bozell spoke at a busy news conference in Hermanus in the Western Cape, detailing areas the Trump administration wants addressed in the relationship with South Africa.
Five issues raised by Washington
The ambassador reiterated five concerns raised by Washington.
These include protecting rural communities from violence, condemning rhetoric that incites hatred or glorifies violence, concerns about expropriation laws, issues around Black Economic Empowerment policies, and expanding digital and critical minerals cooperation to improve trade relations.
US policy expert Brooks Spector said the requests echoed concerns the Trump administration has raised before, but the tone was less confrontational than expected.
“One thing I would say about it is that rather than the confrontational sort of smack-you-in-the-teeth approach, it was more a ‘can’t we all just sort of work this stuff out’ approach,” Spector said.
He said the issues were framed differently from previous criticism.
“Instead of saying careful on the farm murders issue, it says protecting rural communities from violence… instead of saying no more ‘kill the boer’, [he said] ‘please condemn rhetoric that incites hatred or glorifies violence’.
Unusual timing for the message
Spector said it was not unusual for ambassadors to raise concerns about policies in host countries.
However, he noted it was unusual that such criticism was delivered during the ambassador’s first public speech in South Africa.
“I’ve listened to ambassadorial speeches in many countries over many years and somewhere in them is always the nub of a bit of a critique of something,” he said.
“But this was a little franker, a little more deliberate than usual.”
South Africa’s importance to the US
Spector said South Africa remains important to the US, particularly because of its economy and strategic position.
He said critical minerals and international trade routes were key factors.
“With the Middle East in the conflict that it’s in, South Africa once again becomes a major transit point for much international commerce.”
However, he said the country is not among Washington’s top strategic priorities.
“It’s in that sort of upper middle tier of importance; not crucial, but certainly important.”
No South African ambassador in Washington
Spector also highlighted that South Africa has yet to appoint a new ambassador to Washington.
While the country has an embassy staffed by foreign service officials, he said a formal ambassador would strengthen engagement with US leadership.
“It really behoves the South African government to get on the go and appoint somebody so that they can have a voice in Washington,” he said.
