Eastern Cape police shave told EWN that they'e finalised their probe and the National Prosecuting Authority (NPA) now needs to decide whether anyone will be held liable for the boy's death.
Amnesty International’s programme and impact manager, Alicia Jooste, said it's unfair that those responsible for the boy’s death have not been brought to book.
"We should have seen the department kick into gear to make sure that this never happens to another child but instead, over 12 months later, we are seeing that there's inaction."
Police said they've been in contact with the boy's family to update them about the case.
