Madlanga Commission: Suspended Tshwane CFO Mnisi grilled over Sergeant Nkosi's tender list

Tshwane’s suspended chief financial officer (CFO), Gareth Mnisi, was grilled at the Madlanga Commission about a list of companies sent by a friend, two of which were later awarded a tender from the municipality.

The list was allegedly forwarded by controversial police sergeant Fannie Nkosi last year.

The companies had applied for a security tender at the municipality.

Mnisi told the commission today that Nkosi wanted him to check whether they were compliant with the bid specifications; however, he could not do that.

Out of the seven companies Sergeant Fannie Nkosi sent to Mnisi, two of them were later awarded the security tender.

One of the companies, Ngaphesheya, is owned by Nkosi’s brother.

It has also been established at the Madlanga commission that both companies, Ngaphesheya and El Shaddai, were not compliant with the bid specifications for the tender.

However, Mnisi maintains he played no role in the companies being awarded the tender, saying Nkosi was "trying his luck" by sending him the list of companies.

"This is me entertaining him and playing along. At this point in time, I was annoyed; there had been significant persistence. In my assessment, this was no longer a case of misunderstanding," he said.

Mnisi has been questioned why it is not shown in the WhatsApp chats that he rejected Nkosi’s requests.

He said he communicated the rejection during a call between them.

‘I DON’T KNOW MR MALEMA’

Mnisi said he never received a list of companies from the Economic Freedom Fighters (EFF) or its president, Julius Malema.

Mnisi was answering questions at the Madlanga Commission over WhatsApp chats showing how he supposedly received a list of companies from Malema that had bid for a security tender at the municipality.

Mnisi said the messages were misconstrued.

In March 2025, Nkosi forwarded a message that contained a list of seven companies to Mnisi.

The forwarded messages stated the companies were from the EFF, and Mnisi was supposed to double-check whether they corresponded with the list he received from CIC Juju - this was in reference to Malema.

Mnisi said he never received any list from the red berets or its president.

“I don’t know Mr Malema. I have never met him. I just know him to be the president of the EFF.”

The original message originated from Tshwane metro police deputy chief, Umashi Dhlamini.

Dhlamini previously told the commission he got the list from two people posing to represent the EFF.
