Suspended Ekurhuleni Metropolitan Police Department (EMPD) boss Julius Mkhwanazi has denied fitting blue lights into four cars belonging to suspected criminal Vusimuzi “Cat” Matlala.
Mkhwanazi is back at the Madlanga Commission of Inquiry on Thursday morning.
He's accepted that he formed a relationship with Matlala and initiated a process for him to donate vehicles to EMPD, but claims the department never received the fleet.

Two BMWs, one Mercedes Benz and one VW Polo were the vehicles Matlala allegedly donated to the EMPD.
Mkhwanazi said he facilitated the registration of these vehicles.
“Yes, I confirm. They were registered to the city.”
But he claims the municipality never received the vehicles.
“They were not issued to EMPD. I’ve said, we didn’t receive those vehicles.”
He claims he was never involved in the fitting of blue lights in any of Matlala’s vehicles.
“I didn’t facilitate installing blue lights or branding those vehicles.”
According to Mkhwanazi, he sent a letter of intent from Matlala regarding the vehicles forming part of a donation to EMPD’s former head of fleet, Chris Steyn.
Steyn later cancelled the donation following discrepancies that were picked up.
