Speaking to EWN, the Mthethwa family said preliminary information and hotel footage suggest there was no foul play, with only Mthethwa seen entering the room.
The justice department said Kubayi's meeting with SAPS aims to clarify a formal request for assistance and to ensure the investigation is transparent and thorough.
The department added that the repatriation process will follow normal protocol and that the priority remains uncovering the truth behind Mthethwa's death.
