JOHANNESBURG - With the Economic Freedom Fighters (EFF)’s elective conference just days away, the party has reiterated its call for government to abolish the tender system.
The party proposed that legislative amendments be made to eliminate tenders and introduce the compulsory insourcing of services.

It argued that this approach would reduce the state’s reliance on external parties, emphasising the need to build internal capacity.
Section 217 of the Constitution requires state organs to procure goods and services in a manner that is both equitable and cost-effective.
But in its discussion documents, the EFF argued that the current procurement regulation is neither cost-effective nor equitable.
The party advocated for insourcing services such as cleaning, security, catering, and the construction and maintenance of state infrastructure, rather than outsourcing them.
It contended that the current procurement legislation contains a loophole, which is often exploited to abuse the public purse and irregularly award contracts.
