The Pedal Power Association said the death of cyclist Landon La Grange has left the cycling community reeling.
La Grange died in hospital on Tuesday after he was knocked down by a minibus taxi in Camps Bay on Monday morning.
His death comes less than four months after cyclist Idries Sherrif was run over and killed by a drunk driver.
The Pedal Power Association's CEO, Neil Robinson, said too many lives are being lost to lawless road users.
"The police needed to do a proper investigation and find out exactly what happened through proper protocols. But too many lives are lost on the road through very poor driving, very poor behaviour on the road. And it's about lawbreakers and law abiders."
Meanwhile, the South African National Taxi Council (SANTACO) said it is continuing work to upskill its drivers for improved commuter safety.
Spokesperson Rebecca Phala said the council is collaborating with the Western Cape Department of Mobility to ensure professional training for minibus taxi drivers.
"We're continuing to agitate for the concept of this professional driving permit to be re-looked at, for our drivers before the ferry passengers to truly have been sufficiently trained on understanding that you cannot drive in any other way - it's the people in your vehicle, but also the other fellow road users who are on that platform."
