Spies details how security company received R59 million from TMPD

A senior official at the Tshwane Metro Police Department (TMPD) has detailed before the Madlanga Commission how a service provider abused a security tender, costing the municipality millions of rands.
In 2022, the metro awarded a tender to 22 companies for watchmen services, which included the guarding of critical municipal infrastructure.
TMPD deputy chief, deployed in the asset protection unit, Revo Spies, testified before the commission on Tuesday on the contentious tender.
The watchmen tender is divided into two categories. There is a fixed sum of about R3.5 million that is paid to each of the service providers every month.
Then there is an ad hoc service where the municipality calls on any of the 22 approved service providers during times of emergency. The fee for the ad-hoc service is not fixed.

Spies said the ad hoc service has been abused, with a company named Gubis85 Solutions being the main benefactor.
"It's as if there is favouritism towards Gubis85 and that someone has deployed and assigned only to gubis while there is only two companies it could only be shared between but it looks like the majority of all the work has only been assigned to gubis and it looks like it’s the water and sanitation department which causes this major increase in ad hoc services."
Documents before the commission show Gubis85 earned about R59 million ad hoc services alone, which was the highest among the 22 approved service providers.
