KwaZulu-Natal Premier Thamsanqa Ntuli said his administration is now developing a plan to take over spaza shops from undocumented foreign nationals for the benefit of locals.
On Tuesday, Ntuli led a multidisciplinary law enforcement operation in the Richards Bay CBD, targeting stores and checking compliance.

He says the majority of shops in the area are run by undocumented foreign nationals who also sell illicit goods.
“Those who are owning shops, especially those smaller shops which are owned by foreign nationals, you’ll find that some of them don’t have permits.”
The premier said the sale of illicit goods, mostly by foreign nationals, has taken a toll on the local economy.
“You’ll find that those who are producing here in our province or country end up shutting down, which then affects the job opportunities and affects our economy.”
