The draft terms of reference before the committee detail the scope of work the committee has to navigate, public participation and how witnesses and whistleblowers will be handled.
Political parties began the process of finalising the terms of reference and how far-reaching their inquiry into allegations made by KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi.
The terms of reference include probing the "alleged existence of an organised crime syndicate controlled by a drug cartel as well as businesspeople and its infiltration of key criminal justice system role-players involving politicians".
Parliament legal advisor Andile Tetyana explained some of the terms on external legal services and witnesses: "We speak about engaging the services of external legal counsel and then in paragraph 5.3 speaks to issues of witnesses that the committee will invite to submit sworn written statements. The committee may invite any interested parties to provide input if they wish to do so."
The committee will meet on Monday to receive outstanding submissions before it finalises the terms of reference, before continuing its inquiry.
