Ngobeni says the current police service has become unreliable.

"We don't want to rely on the minister of police. We want our police at the grassroots level ...they must go there and work with our patrollers. They must go there and work with our metro police.

"This issue of Amapanyaza sitting at the province [level]... it's nonsense. Amapanyaza must be at the local level and working with local police."
