ANC councillor Jolidee Matongo accused the Democratic Alliance of playing dirty.
To succeed, the motion needed to have 136 councillors vote for it out of a total of 270.
The DA maintains there is no vacuum in Johannesburg while the city awaits the election of a new mayor next Wednesday.
