Jack Dorsey of Twitter and Mark Zuckerberg of Facebook - summoned alongside Sundar Pichai of Google parent Alphabet - said proposed reforms could lead to more harmful and abusive content online, and would limit rather than expand free expression.
Google Chief Executive Sundar Pichai said in a blog post last Sunday that the search giant was partnering with the US government to create a website by 16 March.
The letters asked if the vulnerability was revealed previously to any federal agencies, including the Federal Trade Commission.
Alphabet Inc will replace Google as a publicly traded entity, to leverage some existing products.
The India-born executive will have oversight over products such as search, maps, Google+ and commerce.
