It is believed that the six-year-old was attacked in a road earlier this week. The two animals escaped from their owner’s property.
In 2014, SPCA inspectors found dozens of dead and starving animals at Thandi Modise’s North West farm and had to put down more than 160 of those animals.
The video shows the lion, named Shamba, grabbing a man who tried to run away from the animal in a closed off area.
The council says it’s also receiving many reports of residents looking for their missing pets.
Back in 2014, the organisation received a tip-off that animals had been abandoned on a farm belonging to the chairperson of the National Council of Provinces in the North West.
Three badly maimed pitbulls are being treated after the suspect was arrested in Tafelsig last week.
The organisation says it’s been struggling to stay open over the past year, due to a lack of funding.
Hundreds of dogs and cats have been brought in this month, up to 50 animals a day.
SA authorities say they are doing their best to prevent dogs from being smuggled out of the country.
The SPCA says a few dogs had to be put down at the scene.
The animal rights organisation argues that animals suffer while being transported at sea.
