Protesters earlier burnt tyres and set fire to a section of the surrounding mountainous terrain.
Demonstrations first broke out about two weeks ago. The Overstrand Municipality explained that they stem from a dispute over a tender.
About 500 demonstrators took to the streets of Kleinmond on Monday, burning rubble and tyres and looting shops.
It is understood the demonstration was linked to a failed tender of a community member.
