Eskom said that it is concerned about the increase in illegal connections and tampering with power infrastructure.
It has attributed the repeated power failures to illegal connections, bypassed meters and vandalism of the power utility's electricity infrastructure.
Eskom said the suspects were accused of using its transformer and other material to commit the crime in the north of Johannesburg.
