The ANC and the ACDP have already indicated they are unlikely to support the move.
The water bill of Cape Town households increased by R254 million since the city imposed level 2 water restrictions 12 months ago.
With dam levels currently at under 40%, it is highly likely that the city will have no choice but to intensify water restrictions.
