WhatsApp messages before the commission show Dhlamini allegedly colluded with other senior officials to ensure tenders were awarded to their preferred bidders.
Dhlamini, who heads TMPD’s division for support and administration, was placed on precautionary suspension in March with full pay.
Co-commissioner Sesi Baloyi asked, “Just out of curiosity, normally people ask to be placed on leave when they find themselves in that situation. How did you decide suspension instead of asking for leave?”
Dhlamini responded, “The city doesn’t have a policy for what we call special leave, either you take leave. So, I felt I can’t deplete my leave days, I'd rather request a suspension, commissioner.”
