Dhlamini clarifies alleged EFF tender list at Madlanga Commission

Suspended Tshwane Metro Police Department (TMPD) Deputy Chief, Umashi Dhlamini, has clarified the origins of a controversial list of companies he allegedly received from the Economic Freedom Fighters (EFF).
Dhlamini now claims he was misled by individuals pretending to represent the Red Berets.
WhatsApp messages presented before the Madlanga Commission reveal that Dhlamini sent Sergeant Fannie Nkosi a list of companies bidding for an anti-land invasion security tender within the Metro.
In these exchanges, Dhlamini instructed Nkosi to forward the list to Tshwane’s Chief Financial Officer (CFO), Gareth Mnisi.
At the time, Mnisi also served as the chairperson of the City’s Bid Adjudication Committee.

Dhlamini testified that in March last year, he was approached by two men, identified as Muzi Mazibuko and Sipho who claimed to be speaking on behalf of the EFF and its leader, Julius Malema.
Dhlamini noted that he had known both men since the 1980s, when they were involved in ANC youth structures.
According to his testimony, the men provided him with a list of seven companies they insisted should be awarded the security tender.
“The two I know from student movements in the late 80s. [They] claimed to have met with the CFO and gave him seven names of the security companies; I then requested Sgt Nkosi to verify with the CFO the story and then only to discover it was not true.”
At this stage of the proceedings, no evidence has been produced at the Madlanga Commission to confirm whether any of the seven companies on the list were eventually awarded the tender.
The commission continues to investigate the matter to determine the extent of the alleged interference in the city’s procurement processes.
