Suspended TMPD deputy returns to Madlanga Commission for cross-examination

Suspended Tshwane Metropolitan Police Department (TMPD) deputy chief Umashi Dhlamini returns to the Madlanga Commission on Tuesday for cross-examination.

Dhlamini faces allegations of being part of a tender rigging scheme within the municipality.

Evidence before the commissions suggests Dhlamini colluded with internal and external actors to try and sway the awarding of TMPD tenders towards his preferred bidders.

The modus operandi for this alleged tender rigging scheme started with Dhlamini sending a list of bidders to implicated cop Sergeant Fannie Nkosi.

Nkosi would then pass on the list to his friend, who is also the city’s chief financial officer (CFO) and the chairperson of the Bid Adjudication Committee, Gareth Mnisi.

The three men have all denied they were manipulating the tender process, saying the list was to check the compliance of the listed companies.

However, it has been established that one of the companies on the list, which was later awarded a tender, is owned by Dhlamini’s nephew.

Another winning bidder on the same list is a security company owned by Nkosi’s brother.
