Suspended TMPD deputy grilled over unauthorised security payments

Suspended Tshwane Metro police deputy chief Umashi Dhlamini has been questioned about his intervention to ensure a security company was paid for invoices generated without a purchase order.

Dhlamini works in the finance department of the TMPD, responsible for division support and administration.

He’s been questioned about payments made to the implicated security company Gubis85 Solutions, six months after it allegedly did the work.

For ad-hoc security services, the procedure in the City of Tshwane requires that a purchase order be generated prior to the company being deployed to a particular site.

After deployment, the company submits an invoice that matches the purchase order.

Once it's confirmed that the work was done, the municipality has to pay the invoice within 30-days.

However, for Gubis85 solutions, things were seemingly done differently as the company had six months' worth of outstanding invoices for security work it had done.

There were also no purchase orders issued prior to this security work.

Dhlamini said he’s not sure who deployed the company without a purchase order.

However, he was able to certify that the services were rendered by Gubis85 Solutions.

"I had to intervene in this instance as the CFO indicated that the service providers were contemplating going to court, and in most instances, they get granted, and the city’s accounts get attached."

TMPD's deputy chief in the asset protection security unit, Revo Spies, previously testified at the commission that he suspected some security companies were paid for work they had not done.
