Madlanga Commission: Mnisi accused of 'narrow view of conflict of interest'

The City of Tshwane’s suspended chief financial officer (CFO), Gareth Mnisi, has been accused of having a “narrow view of conflict of interest” after admitting he helped a friend’s company with a tender submission.
Testifying before the Madlanga Commission on Monday, Mnisi confirmed he gave pointers to his friend, Sergeant Fannie Nkosi, for a tender his brother was bidding for.
Mnisi said there was no conflict of interest as Nkosi’s brother was bidding for a tender at another government institution and not the City of Tshwane.
In April 2025, Nkosi sought tender advice from Mnisi on behalf of his brother.

At the time, Nkosi’s brother’s company, Ngaphesheya, had bid for a security tender at the municipality.
The commission’s chairperson, Mbuyiseli Madlanga, questioned Mnisi whether this posed a conflict of interest in his other role as chairperson of the city’s bid adjudication committee (BAC).
“You have said you are close friends with Sergeant Nkosi, and this is his brother’s company. Based on what you are telling us, you did not even see a need to make a disclosure when the bids were being adjudicated…You didn’t see a need for disclosure. In fact, I would suggest to you, you basically do not know what a conflict of interest is if you can have as narrow a view as you have.”
Mnisi disagreed with the chairperson’s outlook, saying he had no business interests in Nkosi’s brother’s company.
“Me providing general advice on a bid that’s outside the city without any expectation of inducement, payment or anything of that nature. It can’t say I have a conflict of interest.”
Mnisi will return to the commission on Tuesday.
