The Economic Freedom Fighters (EFF) in Gauteng has called on the City of Tshwane to urgently table and publicly release a Public Protector report regarding alleged maladministration within the municipality’s recruitment processes.

The findings reportedly highlight significant flaws in the hiring of senior officials, specifically implicating City Manager Johann Mettler, who chaired the selection panel in question.

According to EFF Spokesperson Dumisani Baleni, the Public Protector’s investigation uncovered a systematic failure to adhere to standard human resources protocols.

The report suggests that essential checks including qualification verification, reference checks, and criminal record vetting were bypassed or improperly handled.

"On the 31st of March 2026, the Public Protector released to the City a report in relation to an investigation into allegations of irregularities in the recruitment and selection process followed by the functionaries of the City of Tshwane Metropolitan Municipality and its Council in the appointment of Mr Moshema Mosia to the position of Chief of Emergency Services," Baleni stated.

The investigation stems from a formal complaint submitted to the Public Protector in October 2023. The probe focused on whether the City followed due process in appointing Mosia to lead the municipality's emergency services.
