Two senior officials within the Tshwane Metropolitan Police Department (TMPD) have conceded there is a lack of internal controls and oversight within the department.

Since the Madlanga Commission resumed its public hearings on Tuesday, it has been focusing on the alleged tender manipulation and corruption within the TMPD.

TMPD chief Yolande Faro and her deputy, Sean Bolhuis, have testified over the past two days about some of the incidents that happened under their watch.

Faro and Bolhuis have not been implicated in any wrongdoing.

However, they have faced tough questions from the commissioners and evidence leaders over what they did to stop the corruption as senior officials.

Bolhuis told the commission about a junior employee under him, Inspector Lebogang Phiri, who approved contracts for private security companies without his knowledge or approval.

“I never allocated these sites to Gubis 85 Solutions, nor did I instruct Inspector Phiri to do so, nor did I give him permission or the delegated authority to do so. In my view, Inspector Phiri did not have the power or authority to allocate sites to security service providers.”

Meanwhile, Faro has described the TMPD’s procurement system as compromised, promising a complete overhaul.

“If all the staff are compromised, unfortunately, I’m going to have to start from a clean slate.”

A new witness is expected to take the stand on Thursday.
