The Department of Correctional Services says there is an error with the bill, but speaking to 702's Clement Manyathela, Tshwane's Deputy Mayor Eugene Modise insisted that the bill is correct.

Tshwane's local government and Kgosi Mampuru II Correctional Facility are set to meet tomorrow to discuss an R8-million bill for services.
The Department of Correctional Services said there is an error with the bill, but speaking to 702's Clement Manyathela, Tshwane's Deputy Mayor Eugene Modise insisted that the bill is correct.
"I can send you the bill, and you'll be able to verify. Actually, there's no need for us to lie."
He explained that prison services use the facility owned by Public Works, but they must pay for electricity, water and rates.
"And in this instance, Public Works didn't play its part, and we realised that we should allow them to discuss that internally. I'm referring to intergovernmental relations. So that, when we come back, they have already settled the matter," said Modise.
Modise appeared confident. "The City has a wonderful system. It calibrates the debt of all the customers every 24-hours." Once the 'evidence' is there, they have conversations about money owed.
"We issue emails, SMSes; we've got a team that makes calls to our clients."
He said on Tuesday, the City is hoping to discuss how Kgosi Mampuru II Correctional Facility can pay its debt.
"There are two options: To settle their account, and then, we'll remove the interest instantly. Or, they pay 50% of the debt, and we make it an arrangement."
If no agreement is reached, Modise said they will cut electricity.
He is proud that Tshwane's collections campaign up to October last year had amassed R4-billion.
"That's a milestone, and this demonstrates that this programme is bearing fruit."
