For the first time, all 75 school districts in the country have recorded a pass rate of 80 percent. However, challenges persist in gateway subjects.

Accounting fell from 81 percent to 78 percent, mathematics dropped from 69 percent to 64 percent, while physical science rose slightly to 77 percent.

Basic Education Minister Siviwe Gwarube said in 2025, fewer distinctions were awarded in these subjects compared to 2024.

"We're proud of this milestone, but we have to be honest about the areas that still need work. Passing rates tell part of the story, but deeper understanding and mastery, especially in gateway subjects like math and accounting, is what will truly define our success. Our next steps are about ensuring that every student not only meets the standard but is fully prepared for the next level."

At the same time, warube flagged that seven of nine provinces are financially unsustainable in the first provincial education budget review since 1994.

She said provinces are now required to develop financial recovery plans, as well as a crackdown on “ghost” teachers and learners.

Gwarube said the reforms currently underway in her department will deliver tangible benefits in classrooms

"For teachers, this is what this means in practice. Clearer guidance in the early grades, better materials getting to classrooms, less duplicate reporting, and stronger support to protect learning time – especially in the foundation phase.
