Madlanga Commission: Former EMPD deputy commissioner to continue testimony

The former deputy commissioner of Ekurhuleni Metropolitan Police Department (EMPD), Revo Spies, is expected to continue with his testimony before the Madlanga Commission of Inquiry on Monday.

Spies began his testimony on Friday afternoon, where he provided further details into an alleged dodgy deal struck between then-director of specialised services Julius Mkhwanazi, and tender tycoon Vusimuzi “Cat” Matlala in 2021.

The deal would see Matlala donating five BMWs to the City of Ekurhuleni to score contracts for his medical and security companies.

In a letter dating back to October 2021, Mkhwanazi, who was acting deputy EMPD chief at the time, wrote and signed a letter confirming an “endless working relationship" between the EMPD and Matlala’s security company, Cat VIP Protection.

The deal would subsequently see Matlala fitting several of his private security vehicles with blue lights, allowing him to operate with impunity across Gauteng.

Spies, who is currently working for Tshwane Metropolitan Police Department (TMPD), said the use of blue lights should be for strict use by law enforcement officers only.

“Blue lights, the sale of the lights itself is not prohibited in South Africa at all, you can buy it in just about any shop you walk in you can buy it. The restriction on the selling of these lights should be prohibited, and it should only be sold to law enforcement officers.”

Matlala is currently also the subject of a separate case where he's accused of orchestratinga hit on his ex-girlfriend, socialite and actress Tebogo Thobejane, in 2023.
