Tender tycoon, Vusimuzi “Cat” Matlala’s alleged web of corruption in the South African Police Service (SAPS) is set to continue to take centre stage as the Madlanga Commission hears about the businessman’s links to several senior police officials.

Recent testimony before the commission of inquiry has implicated senior cops, who Matlala allegedly bankrolled, to avoid accountability for a dodgy R360 million police health services tender.

Upon his arrest in May, Matlala allegedly spilled the beans to investigators about who he was paying for protection.

At the top of the list with alleged links to criminally accused Matlala sits suspended Deputy National Police Commissioner for crime detection, Shadrack Sibiya.

Matlala claims to have paid Sibiya at least R3.5 million in cash in several separate payments.

This includes a R2 million payment for Sibiya to purchase a plot in Midrand to convert into a bed and breakfast under the name of his wife.

Witness C – a detective who was part of the team who arrested Matlala – said the tender tycoon admitted that Sibiya assisted in securing his R360 million SAPS contract.

“After each and every payment by the SAPS for his tender then a portion of the payment would be given to general Sibiya, and he indicated that at times he would pay to the total amount of R1 million per month.”

In a recorded conversation between Matlala and investigators on the day of his arrest, Matlala further claimed he paid Sibiya R300,000 in cash as a wedding gift on the day Sibiya’s son got married and a further R200,000 in cash when he visited him at his office in Pretoria on a separate occasion.
