Parliament’s portfolio committee on basic education has demanded urgent and decisive action from all relevant authorities investigating the Milnerton High School bullying incident.
 
Its chairperson, Joy Maimela, said what occurred was not merely bullying but bordered on assault.
 
A video circulating on social media shows a Grade 10 learner being physically and verbally attacked by a group of boys.
 
The group allegedly includes players of the school’s first-team rugby squad.
 
The footage, which surfaced on Tuesday, has sparked national outrage.

It shows a schoolboy being physically and verbally attacked by a group of fellow pupils while others, who are standing by, can be heard cheering on the perpetrators.

The incident reportedly occurred last week, shortly after classes ended, and involved learners, allegedly including members of the school’s first-team rugby squad.
 
Maimela said the video was deeply concerning.
 
She said that the committee condemned this kind of behaviour in the strongest possible terms and stressed that the incident bordered on assault.
 
Maimela called on the Western Cape Education Department (WCED) to urgently intervene and report back to the committee and reminded schools that the Department of Basic Education required all public schools to implement and enforce comprehensive anti-bullying policies.
