The clean-up of South Africa’s transport state-owned entities is gaining momentum. After disbanding the Road Accident Fund board, government has placed several more under review, including PRASA and the Cross-Border Road Transport Agency in a push to restore public confidence.

At the RAF, chronic mismanagement and a failure to fulfil its mandate prompted the department to act, with an interim accounting authority requested from National Treasury while a new board is sought.

PRASA and other key SOEs are being assessed for similar lapses in leadership and accountability, as part of a broader strategy to restore trust.

In contrast, the Cross-Border Road Transport Agency has achieved its tenth consecutive clean audit, a rare success story in the sector.

The department said an expert panel will review operations at each entity and recommend turnaround plans later this year.

“The Interim Board will provide strategic direction to the entity and enable it to deliver on its mandate. It will also help ensure financial and governance stability of the RAF,” Minister Barbara Creecy said.

The department said the changes form part of a sector-wide strategy to improve service delivery, cut waste and end years of leadership instability.
