Concerns have been raised that this could lead to a drought.
However, the province said good rainfall for the past two winter seasons has put it in a good position.
Western Cape local government MEC Anton Bredell said this doesn't give people the right to use water irresponsibly.
"Water is now very high up on the agenda worldwide because of a lot of things. Economic growth, you need water, population growth, you need water, and every drop counts at the end of the day.
“Water saving campaigns will be ongoing and we will keep people informed because at the end of the day, by using water sparingly, that's how we are going to pull through, not so much the incident."
