Opposition parties have criticised this after an independent investigation into potential claims of conflict of interest regarding one of its security service providers, which Deputy Mayor Eugene Modise was a previous owner of.
City spokesperson Zintle Mahlati said they had the challenge of sabotage to its infrastructure.
"Contracted services increased by R603 million, ensuring continued support for critical service delivery programmes."
