Patekile said there is an intention by the Men's Parliament structure to include boys in upcoming conferences to help them on how to become better men.
Patekile was speaking at Better Life in Philippi East on Saturday after five people were shot and killed in the area.
"We had to effect arrest there, I think four were arrested we're still looking for the girls, four boys were arrested. As underage as they are, it's a worrying factor, because it was reported that one child was forced, his head into a latrine, so we are worried about that."
