Kagame's forces have reportedly crossed into neighbouring DRC and helped M23 fighters to capture Congolese territory.
Nine South African soldiers are among the latest peacekeepers who have been killed while defending the eastern DRC.
Seventeen civilians have also been killed.
The fighting has intensified a humanitarian crisis, displacing more than 400,000 people since the start of 2025.
Meanwhile, Kenya's president and chairperson of the East African Community, William Ruto, has called for an extraordinary summit to address the situation.
“We confirm and firmly believe that a sustainable solution can only be achieved through engagement, constructive dialogue, and a renewed commitment to peace.”
