JOHANNESBURG - For the third year in a row the City of Tshwane Municipality has failed to get a clean audit opinion.
For the 2023 / 2024 financial year, the capital has received a qualified opinion with findings from the Auditor-General (AG).
This is the same audit opinion it received the previous year.
The AG says the action plan implemented by the Tshwane municipality management to improve the city’s audit opinion has not been effective.

The AG said internal financial controls in the municipality remain weak.
However, in a breakdown of the municipality’s performance, the AG scored the city very well for its revenue management and the spending of its conditional grants.
The AG has also raised concerns about the municipality not achieving its key service delivery objectives relating to water and sanitation provision, electricity and roads.
The Tshwane municipality has cited the 2023 worker strike, which lasted for about six months as one of the main reasons it underachieved on some of its service delivery objectives.
