This was after the City of Tshwane launched a temporary wastewater treatment plant, which treats small volumes of water for supply to Hammanskraal.
Tshwane Mayor Nasiphi Moya said that those receiving clean water must start paying their bills.
"That's the message we have been sending to all residents. Please pay our bills. If you are unable to pay our bills, get into the indigent programme. So the one thing that needs to happen is that all those residents must get their clean bills. This will show that over the years, this was our electricity and property rates. Where it says 'water' it must say zero."
