Johannesburg Mayor Dada Morero was the first person to appear before it this year.
The Usindiso Commission of Inquiry is in the second part of its mandate, which is to investigate the factors behind the prevalence of hijacked buildings in Gauteng.
However, the commission said it had been struggling with receiving reports and information from the Johannesburg Municipality officials.
Commission head, Sisi Khampepe, said that the non-compliance from the municipality was hampering its investigation.
"Ntate Morero, the City of Johannesburg is the lynchpin to the work of this commission. We have had several difficulties with the city in terms of them not complying with the timelines they have set. It has taken this unfortunate step that you should come and explain to us why the city has not been able to furnish us with the information we have sought."
Johannesburg Mayor Dada Morero said the city required a further four weeks to hand over all the information the commission requires.
