Thirty-four workers lost their lives when the apartment block they were working on toppled in May.
Twenty-eight artisans were successfully brought to the surface.
Western Cape Premier Alan Winde said the outcomes of the provincial probe into the ordeal would be revealed in 2025.
"Our own investigation is complete and in peer review and they have said to me I will have it early next year, expecting it in January [2025]."
Survivors and affected families said there were still too many unanswered questions and they want closure.
Winde met with the survivors and families of the victims this week.
"At the end of the day, there needs to be consequences and closure for families, and of course, it must be difficult. You can feel it. I had one-on-ones with the families and then we had the open session where we lit some candles and remembered."
