CAPE TOWN - The State believes that the two siblings accused of fraudulently taking out funeral insurance policies on murdered Noem My Skollie actor, David Manuel, had help from someone inside the Home Affairs department.
Wanda and Sindiswa Mbele appeared at the Athlone Magistrates Court on Wednesday, charged with fraud and money laundering.
This is in connection with two funeral policies they allegedly took out in the name of the deceased, claiming to be his cousin.

The State accuses them of changing the policies four days before Manuel's murder, to double the payouts in case of an accidental death.
The State alleges that Wanda Mbele has an insider at the Home Affairs department, who facilitated a fake birth certificate for his sister and co-accused, Sindiswa Mbele.
The State believes the fraudulent birth certificate was used to identify and collect Manuel's body from the mortuary.
The State further alleges that Sindiswa Mbele used the fake birth certificate to obtain Home Affairs documents for the purpose of insurance claims.
It was also revealed in court that Wanda Mbele approached Sport, Arts, and Culture Minister Gayton McKenzie, asking for assistance with the funeral of a "struggling" artist.
The State has questioned why the accused referred to himself as a concerned neighbour and not a cousin as claimed when taking out an insurance policy in Manuel's name.
Bail judgment is expected next week on Tuesday.
No one has been linked to David Manuel’s murder yet but the state says it’s not ruling out adding conspiracy to murder charges against the siblings
