Mayor Nasiphi Moya and city engineers conducted a site visit on Tuesday morning, where she said the cuts are part of the pillars' design.
“In terms of the design, with each pillar, there is a cut at the bottom and a cut at the top that is called a concrete hinge bridge. The design of the bridge is that you cut the pillars at the bottom and the top, and that no one has done that.”
