Education MEC Matome Chiloane clarified that while the schools themselves were not necessarily high-risk, factors like gangsterism, illegal drug trade, and accessibility of weapons in surrounding areas contributed to the department’s findings.
The MEC added that these issues spilled over into the schools, resulting in bullying, vandalism, and poor discipline among learners.
"I still say I blame the community. I blame the parents because they’re not doing what they’re supposed to be doing, taking a keen interest in the children when they’re coming to school," said Chiloane.
