The little girl was raped and killed, and her body was found last week in the alleged perpetrator's home.
Pethe Sara Simiao is accused of luring the child to his home while she was playing with her friends.
Simiao was arrested for the crime three days later.
Morero said government still had a lot of work to do in the fight against crime.
"Therefore, as government, we believe we have got so much work to do with our communities and fight the scourge of GBV [gender-based violence] in this country and in our city."
