Other problems making the crisis worse are leaks, old infrastructure, non-payment for the service by residents, and low dam levels.
Morero is expected to be joined by Environment and Infrastructure Services MMC Jack Sekwaila and officials from Johannesburg Water.
Mayoral spokesperson Chris Vondo said: "During the briefing, a comprehensive overview of the recent water supply issues will be provided along with the details of a mitigation strategy and interventions that Johannesburg Water has implemented to address the situation."
