Three suspects were caught red-handed, while one of them was destroying evidence, as police pounced on the operation.
A number of ID copies and forms were found on site.
Police spokesperson, Robert Netshiunda, said that a Home Affairs official was also part of the syndicate.
"We are concerned that already there is a Home Affairs official who has been identified as having been working with the suspects as a link, registering all these things and making sure that they are processed quickly and all those things."
He said they were yet to arrest the official.
