Gwamanda blames Mashaba for some of City of Joburg's challenges

JOHANNESBURG - Outgoing Joburg Mayor Kabelo Gwamanda said that the city's challenges should be attributed in part to Herman Mashaba.
Mashaba was Joburg mayor between 2016 and 2019.
Gwamanda resigned on Tuesday following calls for him to step down because of the deteriorating state of the metro.

He's denied failing to stablise service delivery during his 15 months in office.
"I'll give you one practical example of poor decision-making. So during his administration, he announced the insourcing of workers. He absorbed about 3,000 security officers. Absorbed them without tools of trade, absorbed them without a budget and he absorbed them without a unit that could manage their operations," said Gwamanda.
