CAPE TOWN - President Cyril Ramaphosa has set a time frame for the signing of performance agreements for his Cabinet ministers.

The first citizen told Parliament that this will happen after the approval of the Medium-Term Development Plan (MTDP) - which is still being considered by the Cabinet.

Ramaphosa was responding to written questions from the Economic Freedom Fighters (EFF) on the signing of the agreements and how he will ensure that ministers perform optimally.

In a written reply to Parliament, he revealed ministers' performance agreements are linked to the MTDP and to departmental annual performance plans, over which Parliament exercises oversight.

He said the signing of the actual agreements with his Government of National ministers will happen only after the plan is approved - which could be in the next few weeks.

But Ramaphosa added that members of the Cabinet are accountable “collectively and individually to Parliament for the exercise of their powers and the performance of their functions”.

He says the exercise of accountability and the expectations of ministerial performance “are therefore entrenched in the Constitution” - and are not entirely dependent on the conclusion and signing of performance agreements.
