Nearly R14 billion in material financial losses is likely unrecoverable.

These losses arose from 266 significant irregularities involving non-compliance and suspected fraud within provincial and national government departments for the 2023 financial year.

Maluleke briefed the parliamentary press gallery on Monday, revealing that material irregularities remain a major burden on service delivery and South Africa’s finances.

Maluleke points out that many institutions still struggle with basic financial management.

However, she acknowledges that there have been improvements in some areas, particularly within provincial and national government departments.

"In the local government, the picture is not encouraging. There are far too many municipalities that don't have the institutional capability to do what they're supposed to do."
