He's currently facing corruption charges linked to alleged kickbacks and money received from former EOH boss Jehan Mackay during his time as ANC national spokesperson.
Kodwa also stepped down from his sports, arts, culture ministerial position when he was charged in May.
He insisted on returning to Parliament following the general elections despite an outcry from some parts of society.
ANC Veterans League president Snuki Zikalala said they welcome his latest resignation.
"He should not have gone to Parliament to be sworn in because that really embarrassed the ANC. The media went to town with us. The media ridiculed us, our people ridiculed us.
"People said this organisation cannot be trusted to renew because you are taking people to Parliament who have skeletons."
