The area has previously been identified as a crime hotspot.
City of Cape Town Mayco Member for Safety and Security JP Smith said the footage had been shot by a private individual.
“He works within the security space in that proximity. He has done that regularly. He just has a genuine passion for dealing with that particular smash and grab hotspot and we are in touch with him as well and we do the same. We use drones for, among others, the same activities that he is conducting there and of course, many, many more.”
Smith said the city has made contact with the person who had been operating the drone.
“We'll use his footage as well but of course, that's only useful if the person is willing to testify because if you're going to use the footage, he would need to testify because the court would need to determine that it believes the footage has integrity, [and] that it hasn't been tampered with.
“He would need to testify that he operated that drone and recorded that footage. So, part of the city's process when we use drones is that we comply with all the procedures for the evidence we generate, the digital evidence, to be admissible in court.”
