Chairperson of the coalition Llewellyn MacMaster said it was time to hold the government accountable.
"We want to call on the State and government to fulfil their constitutional mandate to protect its citizens."
MacMaster said the coalition wants to empower civil society to create a powerful social movement against gang violence and the illegal drug trade.
"Firstly, that we raise a collective and unified voice. That is what's needed now, that we pool our resources, our expertise, our experience to make sure that the voice of civil society is heard."
He added the coalition would be drafting a memorandum and plan of action in the coming days.
